About THE HIGH TECH MADAM
IT STARTED WITH AN ARREST
In 1985, a mother and daughter were arrested in Van Nuys, California accused of running an illegal brothel. Never before had law enforcement seen the use of computers and technology with such an operation.
Instead of the typical "black book" associated with services, this operation had a computer connected to a dead man's switch that wiped out the hard drive once anyone else touched the system. This system was also connected to TRW - a service that connects to both DMV and what was a credit reporting agency back in 1985 like Experian is today - so this was the first ever screening service set up by madams in response to the "strange times" in LA at that time. This service also operated 900 phone lines that allowed the women to run a phone sex operation that was the first to take credit cards instead of billing the call to a phone bill - also allowing clients to charge things and put them on their business accounts.
For these reasons, when the news hit about their arrest, Rene was dubbed the "High Tech Madam" by the LAPD and press as updates on the case ran internationally for months. Rene's mother was charged with "pimping" (receiving of money from a prostitute) based on a photo of her accepting a $20 bill and handing her daughter a bucket of chicken. The DA also charged her nail lady, driver, and landlord as "pimps" based on the strict definition of receiving money from a prostitute even though the daughter had no criminal record - prostitution or otherwise.
Clearly there was more to the case than met the eyes. Because of death threats LAPD had received against the daughter, she was given a false name to protect her security when she had to appear at the Van Nuys courthouse of "Rene Le Blanc". However, they failed to change the mother's name whose case was joined to the daughter's - putting them both in mortal danger.
An oversight? Deliberate? Why? Her memoirs tell the whole story. It's like Molly's Game on steroids!

THE BIRTH OF THE FIRST PROGRAM FOR PROSTITUTES
"Rene" didn't use drugs. So as she, and for the year before, and all the other top level madams in the USA were also arrested on trumped up charges, and in California jail time meant incarceration at Death Row, literally, she found it offensive that at the height of the AIDS pandemic, as well as the fact prostitution was called a "victimless crime" back then (a non-violent crime at best), that they weren't able to participate in alternatives to incarceration or diversion such as drug addicts, wife beaters, and even pedophiles were allowed to do by attending 12 step programs instead of going behind bars.
For this reason, and a few other major ones she talks about in her memoirs, she decided to create Prostitutes Anonymous - the first 12 step program for those charged with the crime of prostitution, as well as who we today identify as "sex trafficking victims" before that term was even coined.
Yes, sex trafficking victims were treated LITERALLY the same as any criminal back in that time because of the prostitution, pimping and trafficking laws at that time for both adults and juveniles. Literally - if a juvenile called the Runaway Hotline back then they were refused help if identified as a "prostitute" as any federally funded program was forbidden to "aid a criminal". If a person was murdered, even if not by a pimp or a client, who was a known sex worker - the Office of Victim Services would refuse any aid to them or even their families as prostitution was a "crime" across the board. Search warrants and even court testimony was refused, even against serial killers, as a "prostitute was an unreliable witness being a criminal".
She had worked with Margo St. James of COYOTE to get prostitution decriminalized in RI, but because of the opposition of the mob, the Triad, and the legal brothels in Nevada, they were unable to expand this outside of RI. By 2009, these special interests had seen decriminalization revoked in RI, and soon enough a serial killer targeting sex workers returned.
What's distressing about this the most is law enforcement's stance they refuse to protect or care what happens to "criminals" when prostitution is a crime. Feeling a national solution of some kind had to be made available immediately, and seeing George Tobias' creating the "prostitution clause" on federal/foreign aid to further his own interests (including being in the DC Madam's Black Book as a client), it was through her work and public awareness campaign on how ridiculous these laws were that saw the Trafficking Act pass in 2000.
This was the first time someone identified as a "victim" and not a "criminal", could receive help from both the state and the Office of Victim Services.
However, by 2003, George W. Bush stepped in and hijacked all of the federal money now created for these victims by years of hard work by sex workers and it was all turned it all over to the control of "faith based communities".
Meaning the funds/services had to go through someone like the Salvation Army FIRST. That's when the Catholic Bishops stepped in to "control" this money, and what it was used for. This in turn set off a war that literally involved the CIA, Cointelpro and some of the wealthiest men in the world. In fact George Soros even stepped in to support a lawsuit against these Bishops to put a stop to what they were doing.
The history of this war is covered in the High Tech Madam's memoirs she started writing when she saw our history literally being rewritten as happens when any movement involves people of color, the female gender, men who run this country, and the oppressors feel they're losing control - not any different than how native Americans were treated/painted as "savages" by those coming in to take over the land that's now become the USA.
